New military unit formed to oversee CMO dev’t projects

MANILA, Philippines — (UPDATE) The Armed Forces of the Philippines (AFP) has created a new unit to oversee civil-military operations projects following President Gloria Macapagal-Arroyo’s reiteration of her 2010 deadline to defeat so-called enemies of the state.

Major General Jaime Buenaflor, formerly the deputy chief of staff for Civil
Military Operations (CMO) or J-7, will lead the AFP National Development Command (AFP-NDC), military spokesman Lieutenant Colonel Bartolome Bacarro said Friday.

The AFP-NDC aims to “transform conflict-affected communities into peace and development areas through accelerated barangay [village]-focused rehabilitation and development,” Bacarro told reporters in Fort Bonifacio.

The creation of the AFP-NDC is part of the second wave of a top-level military revamp ordered by military chief General Hermogenes Esperon Jr. which also includes the transfer of Intelligence Service of the AFP (ISAFP) chief Major General Delfin Bangit as commander of the Army’s 2nd Infantry Division (ID) based in Tanay, Rizal.

Brigadier General. Arsenio Arugay, commander of the 9th ID operating in the Bicol region will replace Bangit as ISAFP chief.

AFP Internal Auditor Major General Jeffrey Sodusta will replace Arugay. The Army’s Internal Auditor, Brigadier Roland Detabali, will replace Sodusta.

The Army chief of staff, Major General Melchor Dilodilo is the new commander of the 5th Infantry Division operating in Northern Luzon, replacing Major General Rodrigo Maclang, who took over as Northern Luzon Command (Nolcom) chief last week.

The Camp Aguinaldo commander, Brigadier General Alfredo Cayton will replace Buenaflor as J-7. Colonel Ireneo Espino will replace Cayton.

Colonel Romulo Bambao will replace Espino as 101st Infantry Brigade commander. Colonel Romeo Fajardo will replace Bambao as deputy commander of the National Capital Region Command (NCRCom).

Brigadier General Ralph Villanueva will replace Dilidilo as Army chief of. Colonel Jesse Dellosa will replace Villanueva as Commandant of Cadets at the Philippine Military Academy (PMA).

Colonel Cesar Yano will replace Dellosa as 302nd Infantry Brigade commander.

Commodore Rafael Dacanay will head the AFP Real Estate Office, leaving behind the Naval Construction Brigade.
