Army chief forming court to try general on graft raps

MANILA, Philippines — Army chief Lieutenant General Victor Ibrado is forming the court martial panel that would try a two-star general and his subordinate for alleged corruption.

Ibrado said he was choosing a major general to head the court that will try Major General Jose Barbieto and Staff Sergeant Roseller Echipare.

“Once we have chosen the president, then we will convene the court,” Ibrado told reporters. “We will do that as soon as possible.”

Under court martial rules, the president of the court martial should be of equal or higher rank as the accused.

“We are trying to looking for somebody who has the same rank, or more or less his contemporary in promotions,” Ibrado said.

Barbieto and Echipare allegedly extorted from Army recruits when the former headed the 4th Infantry Battalion based in Cagayan de Oro City.

They will be tried for with violation of Articles of War 55 (making unlawful enlistment) and 97 (conduct prejudicial to good order and military discipline).

Since he is an officer, Barbieto was also charged for violation of Article of War 96 (conduct unbecoming an officer and a gentleman).
