‘Sibuyas’ gang targets Indians

MANILA, Philippines — Police highway patrol operatives arrested two alleged members of the so-called “Sibuyas” (literally, onion) kidnap for ransom gang that has been targeting Indian nationals in Cavite province, the chief of the Highway Patrol Group (HPG) said.

The suspects, Wilbert Repal Ong, 24, and John Dumdumaya, 31, were presented to media at the HPG headquarters in Camp Crame on Thursday.

The two were arrested in Bacoor town at around 2 p.m. on Tuesday, when police flagged down their Mitsubishi Adventure after it was learned that its license plate, PGX-746, was registered to a Toyota Cressida sedan, Chief Superintendent Perfecto Palad, HPG commander, said in a statement.

The two allegedly used the same Mitsubishi Adventure to kidnap Balwinder Kumar in Tanay town, Rizal last June 14, Palad said. A 9-millimeter pistol and a .38-caliber revolver were seized from the suspects, he added.

Kumar was the third Indian national to fall victim to the group. He was released after three days in captivity, on payment of a P1.7-million ransom, the HPG chief said.

Pursuit operations were launched against the cohorts of the two, who include two Indian nationals, Palad said.

The arrested suspects will be charged initially with illegal possession of firearms, illegal transfer of license plate, and possession of fake driver’s license, while police prepare kidnap for ransom charges, he said.
