Palace: Arroyo still trusts GSIS chief despite graft raps

MANILA, Philippines — Government Service Insurance System (GSIS) general manager Winston Garcia still enjoys President Gloria Macapagal-Arroyo’s trust despite another graft charge filed against him, Malacañang said Friday.

But chief presidential legal counsel Sergio Apostol said the Palace will not intervene in the case against Garcia and will leave him to defend himself in court.

“He [Garcia] is a good manager. The trust of the President is still there,” Apostol said in a phone interview.

On Thursday, a group of public school teachers sued Garcia and two other GSIS officials for violation of the Anti-Graft and Corrupt Practices Act before the Ombudsman.

The charge stemmed from the allegedly anomalous transfer of P8 billion in proceeds from matured treasury bills to the personal account of one of the accused, Consuelo Manansala, GSIS vice president and treasurer-in-trust of GSIS Properties Inc.

“If there is a need or him to explain, it should be before the Office of the Ombudsman… The case is with the Ombudsman, we will not meddle,” Apostol said.
