Communists send ‘overtures’ for talks–Ermita

MANILA, Philippines — Communist rebels have made “overtures” about the possible resumption of formal peace negotiations with the government, Malacañang claimed Tuesday.

“There is an overture coming from the NDF [National Democratic Front], Joma [Communist Party of the Philippine founder Jose Ma. Sison], [chief rebel negotiator Luis] Jalandoni, that they are open to restarting negotiations,” Ermita said.

He added that the matter was raised during a meeting of the National Security Council (NSC) cluster of the Cabinet on Tuesday.

“The instruction of the President is to continue back-channeling [informal talks] with them,” Ermita added.

Last May, Arroyo asked her chief peace negotiator with the communist rebels, Nieves Confessor, to “reach out” to the NDF as she feels “the situation is ripe for the resumption of the talks.”

Ermita said the rebels were informed of the Arroyo government’s policy shift placing all future talks with rebels groups within the context of disarmament, demobilization, and reintegration (DDR).
