MANILA, Philippines — President Gloria Macapagal-Arroyo has said that a free press makes governance “challenging.”

“I know for a fact, from being around my father, who incidentally was a protégé of President Quirino, after whom your province was named, I learned from him how challenging it is to govern our nation, especially with a media that is the freest in the whole world, as it was during my father’s presidency,” she said Wednesday.

Arroyo was referring to her late father, former president Diosdado Macapagal, in a speech during the founding anniversary of Quirino province in the capital of Cabarroguis on Wednesday.

“But a President governs for the benefit of all Filipinos and should not be focused on public relations,” she said.

Arroyo’s popularity ratings have plunged to record lows in recent published surveys, as her administration battled corruption scandals and the soaring cost of oil and other commodities.
