No early release of Christmas bonus–DBM

MANILA, Philippines — Budget Secretary Rolando Andaya bucked the proposal of one of his predecessors for the early release of government workers’ Christmas bonus, calling it against the law.

Under Republic Act 6686 or the Compensation and Position Classification Act of 1989, Andaya said Christmas bonuses for government workers may not be released earlier than November 15 every year.

“Much as we want to release the Christmas bonus now — even much earlier than what is already early for a year-end bonus — we cannot do so since the law prohibits it,” he said in a statement on Friday.

Economist Benjamin Diokno, who was budget secretary under former Joseph Estrada, said during a news forum Thursday that the government could release Christmas bonuses early to ease the impact of rising commodity prices.
