MANILA, Philippines — President Gloria Macapagal-Arroyo said getting Senator Miriam Defensor-Santiago’s elected to a seat in the International Court of Justice (ICJ) would be a victory for the cause of women empowerment.

Speaking before the Women Leaders Forum hosted by United States Secretary of State Condoleeza Rice at the posh Waldorf Astoria Hotel in New York, Arroyo, who campaigned for Santiago during her trip to New York this week, said it would be a “great gain” for women if the feisty lawmaker was named to the ICJ.

“If selected, we continue to have one [a voice for women]. If not, then the women’s voice will not be represented in that very important court and that would be a shame,” a Palace statement released Friday quoted Arroyo as saying in her speech.

Arroyo stressed the need for women empowerment in the face of the global economic crisis. She said women now were “triple-burdened,” since many are single heads of households, and with lesser health care amid the soaring prices of fuel and basic commodities.

“So as women leaders, we must be champions of women in this, especially to those who are in need. It is now, more than ever, that we need women’s voices to be heard to fight for the rights and opportunities of women, both in our respective nations and in the whole world,” she said.

Among those present at the forum at the Waldorf Astoria were Presidents Michelle Bacelet of Chile, Ellen Johnson Sirleaf of Liberia, and Tarja Kaarina Holonen of Finland.

In New York, Arroyo also addressed the 63rd United Nations General Assembly, held bilateral talks with several world leaders and met with the secretary general of the influential Organization of Islamic Conference.

Santiago is on the fourth year or her six-year term in the Senate, which ends in 2010, the same year Arroyo is scheduled to step down from office.
