MANILA, Philippines — One of eight police generals in the controversial trip to Russia last October said he was summoned to Malacañang on Monday, but that it was not over the issue.

Deputy Director General Emmanuel Carta said he briefed President Gloria Macapagal-Arroyo on the status of the case of former assistant solicitor general Nestor Ballacillo, who was gunned down in late 2006.

Ballacillo’s family was among those awarded scholarships by the Civil Service Commission in ceremonies at the Palace on Monday.

Arroyo and Carta were seen at Malacañang’s Rizal Hall after the program.

Asked if he and the President talked about the Russia trip, Carta said: “Hindi, pinatawag lang ako because pinapa-check kung ano yung

development [No, I was summoned because I was asked to check about the development.” Carta was referring to the Ballacillo killing.

Asked if the President asked about the Russia incident, Carta said: “Wala, wala [None, none].”

He evaded further questions and talked on his mobile phone, telling reporters: “Wala akong alam dun e, yung tungkol lang sa incident [I don’t know anything about that. It’s just about the incident].”

On October 11, former Philippine National Police (PNP) comptroller Eliseo dela Paz, who was part of the PNP’s eight-man delegation to an Interpol conference, was held for questioning at the Moscow Airport for carrying an undeclared €105,000 or P6.9 million.

Dela Paz claimed that the money was the “contingency fund” of the delegation. A Senate investigation uncovered several violations of the delegation of government regulations on foreign travel.
